I bought this with the 2"x3" adapter for use on my Titan T-3 Rack. It's well built and I've had good luck with using it for nordic curls, preacher curls, and back extensions. My only gripe is the j-cup design makes it useless for trying to set it up anywhere below knee-height but setting up over a bench works well.
It's cool to have a set for the history since they're recycled post-military steel and won't be produced any more. I picked up a 25-10-5-2.5 pair set and each plate came in within a 2% weight tolerance. They're e-coated but the finish is not a nice as other e-coated plates, so they'll scratch pretty easily over time. The hub on the 25 plate is also a ton of fun to use for grip training.
It's a very fun piece to train with and it's built like an absolute tank, but might be too specialized to justify it at full price unless you expect to compete with it often. Since it's sand/shot loaded it's more complicated to load accurately than a circus dumbbell but I haven't had any issue with leaking yet.
A great way to save money on the front end when buying reppins and be able to have the option to expand as you gain strength. Incredibly easy to install.
