The hip pad should be a few inches further up (towards the head, not the feet). I had to have my butt and half my back off the bottom so that the pad wouldn't hit my thighs. Adjustments parallel to the back pad would fix the issue but the pad can only extend out and in. When I could find a position that wouldn't be obstructed by my thighs, the movement became entirely hip flexor -- no real glute engagement.
In order to "salvage" it, I removed the hip pad, bought a Spud Pillow Hip Drive Belt, painstakingly fitted it onto the machine, and now it performs just like every other hip thrust machine with a belt. One thing to also note: I have assembled dozens of machines over the years and this was by far the most infuriating. It's, like, 7 pieces total or something. On paper it should have taken 30 minutes. It took nearly four hours because the tolerances were overly tight.
